The megapixel count honestly doesn't do anything for quality as high end camera phones are limited by the optics these days.
The average DSLR kit lens goes soft past 8MP and short of a nifty 50 it takes some serious glass to get the most out of a modern full frame body. By comparison a camera phone has both a positively minute sensor and optics that would be completely unviable in a real camera. Take an indoor shot on your phone, put it on a pc and zoom in close, note how 'hissy' the picture is under close inspection, to cut a long story short, that is down to the sensor not getting enough light due to a combination of sub par optics and the tiny dimensions of the sensor itself, so to get a decent picture the camera is amplifying the signal, smoothing out the noise some and critically performing edge sharpening and various adjustments to get the picture looking punchy on it's screen. Hence whilst you are indeed shooting at 13mp, a rather frightening proportion of that is just mumbo jumbo being generated in software. Drop the resolution right down to 2 or 3mp and watch the noise disappear as hardware begins to become genuinely capable of what's being asked of it 
The only time I'll accept massive megapixel counts as useful is for cropping (shoot straight fool!) and perhaps post processing for video (Anti shake for example), beyond that it's mostly driven by marketing.
