Imagine that incident, but with both people driving a car.

So one car driver thinks the other has pased too close, chases after him, gets out of his car and starts a barney in the middle of the street.

He'd be arrested for road rage (or unspecified public order offence).

The cyclist could have been courteous and pulled across into the empty parking spaces to his left to let the car pass and chose not to.

Depending on how much time you want to spend with a picture, it's surprisingly easy.

Take picture, use Polygonal Lasso Tool (personal preference which Lasso tool you use though) to cut round part of picture you want to use, Ctrl + C, find interesting picture to add your freshly cut part too....

...Then depending on how much you actually want to do, you can scale, skew, sharpen/blur, adjust lighting etc etc until the picture doesn't look as if it's been edited.
