As I remember (and I could be way off here) those wee bikes have a variable restrictor on them?

When he seems confident and competant with the power he has, back it off a bit, when he looks like he is getting over-cocky, leave it where it is for a bit.

on my yam pw50 it was a little screw under the right hand brake lever mounting

wish I still had that little bike was such a hoot. got the manual for it still...theiving scum Evil or Very Mad
