neutral safety stop?

Anyone know if the Kawasaki EL 250 is fitted with one of those safety neutral stops like a lot of kawa's to stop you accidentally engaging gear at a standstill? i havent got the engine running in mine yet (trying to drain the tank, float bowls etc) and it will go into neutral and first really slick but it wont go up into second. Ive had a look around on google but cant seem to find any info.

kawasaki called it their 'positive neutral finder'....... or something like that,
it wont engage 2nd, 3rd and up unless the rear wheel/ or output shaft, is turning,

Had the same on my 1996 KH125, positive neutral finder is correct, just rolle the bike a little or turn the front sprocket if theres no chain on it.
