By personal details it means things like phone number and post code into the "Personal details" on the My Profile page. If you don't have personal details in that bit then I believe it won't let you set anyone as your friend as the friends system is designed for sharing your personal details with those you class as friends.

When you look at someone elses profile there is a thing that states your relationship to them. This contains a drop down menu which allows you to set your relationship to "Friend."

Ok I have checked in my profile and there is my mobile number and name and I have tried again to add Jay12329, it lets me add but when I go back in to J's profile it says I consider him neutral... any more Ideas?

I had this problem not long ago. I kept trying every now and again, and eventually it let me do it.
