its just a exhaust restriction,
see the 2 tubes that come off the exhaust??
you have to cut those and weld over the hole,
also there may be a small restriction in the variator,
take the side cover off, you will see a band going between the enging and the rear wheel,
the pully at the engine end contains a washer(more like a spacer) that stops the band reaching full extension and stop it reaching full speed,
undo the pully and remove that spacer, then put it all back together,

you could also just buy a new exhaust instead of derestricting the old one,
your call, you may also need a slightly larger main jet if you get a new exhaust

have fun

nah just the variator washer, may be a slightly larger main jet in the carb to compensate for the exhaust,
what the top speed at the moment on the clock

no worries, as far as scooters go they are up there with the fastest of them, being an air cooled job, there is very little to go wrong with them,
have fun, remember track pants and motorbikes of any form is just not on Very Happy
