yes yes we know debated earlier , its the NL version of the Nazi enabling act , with only 2 safeguards , one to not raise taxes* and two not to impose prison terms more than 2 years.

*taxes is iffy , cus we call things taxes like income tax but fuel tax fuel dutie and levvies, so there might not be new taxes but tons of new levvies and duties.
