me wonders at the current legal status of such vehicles since they need no insurance , no MOT or tax = would using these dodge congestion charging? ,

Other battery operated vehicles like invalid carriages dont need MOT / Tax / Insurance so why would an electric bike need one?

If it's heavier than 40kg, not fitted with pedals, exceeds 200w or is capable of more than 15mph then it stops being classed as an electrically assisted bicycle and has the same requirements as a moped - tax, insurance, helmet etc.

Yamaha sells 2 types of electric scooter here.
47kg, 0.58kw(0.8bhp) motor. 25V-24Ah lithium ion batterie offers you 30km(19miles) ride in economy mode. Max speed is 30km/h in economy mode, 43km/h in power mode. You can fully charge the batterie in 6 hours from AC100V. You can have spare batterie in carrying bag. batterie life is about 10000km(6250miles).
Price is about 210,000yen(930 quids).

From this spec, I suppose in order to make decent bike with electric power, (100bhp / 0.8bhp) * (300miles / 19miles) = 2000 times more efficient batterie is necessary, plus it must be recharged in 2minutes(2min / 360min) = 180times quicker, plus it must endure more than 1000 times of recharging. 300000miles / 6250 miles = 48 times tough.

totally, 2000*180*48= 17,280,000 times more efficient batterie is necessary for decent electric bike I suppose.

Realistically though, you'd not need a 100bhp motor to make a "decent" bike. The bike in the article has 18bhp, and gets you 52mph, and a 27bhp equivalent would take you to 65mph. That's enough for commuting, which is where I think the main market would be initially.

Electric bicycles have a realistic range of up to 25 miles, with smaller battery packs than use here. Assuming at least quadruple the capacity, you've got a range of 100 miles. Halve that for the weight difference, and you get 50 miles - which would cover a lot of people's commute. You could always leave a pack charging in the office, so that when you get to work, you'd swap the used pack for your fresh pack - this will double your commute radius.

Recharge time (again for bicycles) is about 6-8 hours per pack, which is enough time for overnight and whilst at work charging. The main problem would be the longevity, with 300-500 being the norm.

An electric bike's main hurdle is the convenience and availabilty of petrol. Unless a standard battery type is agreed upon, and a network of stations be put in place allowing these to be swapped, flat one for a charged one, then electric power is going to restrict journeys to the range of your recharging point(s).
