IIRC (can't be arsed to check) safe mode will ask for a password if admin account has one.

Just download the following torrent...https://thepiratebay.org/tor/3674903/Hiren_s_BootCD_v9.0_incl._keyboard_patch Burn it to a cd and boot you PC from it.
Loads of utilities but you want Active Password Changer in the password tools. Will let you reset any of the WinXP user passwords including administrator.

If you don't have a torrent client installed get this first and install it...https://azureus.sourceforge.net/download.php. Then download the torrent file. Save it and then open it. The client will auto start and download the cd image for you.

You can go here https://thepiratebay.org/ to look for any other software/music/films etc you might want to download via torrents. Just an example site...there are loads out there.

Home does not even mention the administrators accoount during setup and only ever shows up in safe mode.

You have checked to make sure that the account you are using isn't already an admin account (That is a member of the administrators group)
