If X number of incidents are caught on camera, where the presense of cameras at incidents can be calculated as a minimal approximate percentage, it follows that a far greater number of incidents are happening that are un-recorded on cameras.
Unless you believe that by some incredible chance ALL the incidents of criminal police brutality just happened to be caught on camera? Odds for that I can't even begin to calculate.
It's a perfectly scientific principle, as it's governed by the laws of averages/probability. Not many people routinely carry video cameras, or are able to deploy them in the heat of the moment when they DO have them. The police being caught bang at it is RARE. So when they are we are able to extrapolate, roughly, the total number of times they're at it from the number of times they've been recorded.
I'd say that for evey time they're at it, and recorded, they're at it another 999 times where they're not recorded. Assuming one in one-thousand people carry, or are quick-witted enough to deploy, a video camera when a pig incident goes off.
The TOTIB principle just needed a bit of critical-mass to work with. Now we have that and we know, broadly speaking, the extent of the problem regarding vicious criminal pig scum brutalizing innocent citizens. ____________________ "There's the horizon! You're applying the principle out of context, but even so it has a certain validity.
I apply it to the police (all police are scum, even though we know there are a few decent ones) because to do otherwise gives them an advantage. Giving any pig the benefit of the doubt will see you banged up for something you haven't done, or otherwise getting shafted. Best course of action is to view them with blanket distrust and suspicion, you'll last longer that way.
Black guys. If you're walking through a dodgy area and spot a couple, do you go right past them or be a bit circumspect and steer clear?
