First bike around 50 bhp - old Japanese bikes are available in reasonable condition for £500.

Insurance depends entirely on what you are riding, but if you are going TPO then you shouldn't top £400 at the worst.

DAS itself hit me for Around £500

Gear can be pretty cheap though:
Lid - £30, Bike Jacket £50, Winter spec Gloves and Boots £70

Third party only , means if your only insured for damage caused to others, you will have to pay yourself if your bike gets damaged or stolen.

Best place for cheap bikes would be the loot or local paper/ bike trader

For insurance try gocompare.com

Third Party Only. Between the costs of excess and how much your premiums go up there is no point to having fully comp on any bike worth less than a grand, maybe a grand-five

Local papers, Independant Mechanics, eBay, Gumtree.

It's also worth keeping an eye on the noticeboard of local bike schools if mine are anything to go by. My first road bike was bought through a friend off of his brother

Just view any bike before agreeing to buy and take a long a friend you trust who will see it without getting excited

I don't think you can go wrong with a 1980s/1990s commuter/standard between 250 and 500cc.

Personally I swerve towards Hondas, but thats because I am convinced they are bombproof.

For TPO - get a copy of MCN and ring every insurer in it. Make note on each quote offered and then go through the most promising ones telling them the lowest quote you've been offered.

Can take most of a day, but usually has excellent results.

I was going to suggest one of the Hyosung 250s depending the style of bike you prefer.

However my personal favorite is

https://www.moto-deal.com/encyclopedie-moto/galleries/honda/Honda-CB500S-2001.jpg

a beautiful example should set you back about a grand and a half at worst.

At £1700 this 2001 model is probably a little overpriced, but then with only 3,600 miles on the clocks its probably never seen rain.
