Can VOSA stop vehicles without the police being there?

This morning a nice man standing in the middle of the road signalled to me to pull into the layby, he wasnt in a police uniform so I drove around him and onto work. For all I know he could have been a nutter wanting to bum me.
Later on we popped back that way in a van and it turns out it was VOSA, they were stopping cars, bikes, lorries and pretty much everything. Im assuming they were checking fuel.

Now, as there were no police there are they legally allowed to pull you over. And if they are did I commit an offence by riding around him?

Yes, they can.

New powers to allow VOSA officers to stop lorries for checks on vehicle and driver compliance without the need for police support were officially launched by Roads Minister David Jamieson today. This will increase VOSA’s effectiveness and flexibility in targeting unroadworthy vehicles and the minority of drivers who break our road traffic laws. It will also free up valuable traffic police resources, allowing the police to concentrate on tackling crime and reducing road casualties.

Until the new powers were agreed, police officers had always to be present during spot-checks as only they had the authority to stop the vehicles. This was not always an efficient use of police time and meant VOSA staff were reliant on the availability of uniformed officers to carry out checks.

David Jamieson said:

"This is good news for road users. Trials of the new powers have been a great success and have demonstrated that as well as freeing up valuable police resources they have improved effectiveness in targeting unroadworthy vehicles that endanger other road users, and helped to combat the minority of drivers who break the laws of the road".

A pilot scheme for Power to Stop involved six police forces, Cambridgeshire, North Wales, Northumberland, Greater Manchester, Staffordshire and Metropolitan.

A number of other forces have recently accredited VOSA staff and the remaining forces in England and Wales will, subject to Chief Officers’ agreement, accredit VOSA over the coming months.

I was thinking about something similar the other day. It hasn't happened for a while, but it the past I've been flagged down a few times by a copper for a roadside survey. If I fail to stop, I'm guessing I can be done for failing to following the directions of a police officer. If I do stop however, what law says I must actually take part in the survey? What's to stop me driving off, once I've complied with the flagging down request?

In my personal experience of having been flagged down and invited to take part in a discussion on road safety as part of their safety awareness initiative is that when you politely refuse and ask to be allowed to carry on your way they take the hump.

They then turn it into an extended vehicle and document check with extra Spanish Inquisition.

That is one of the main reasons why the police will be met with total, stony silence and repeated cold stares with added harrumphing in any future encounters I have with them.

I think you meant to say he had no obvious uniform to suggest he worked for either the Police, VOSA or the Highways agency so considered it prudent to ignore the man's directions and continue rather than risk being the victim of a crime.

You didn't happen to be on the A35 tolpuddle bypass heading towards Dorchester did you? They were doing it there today, never seen them before.

Don't talk to me about that road, got my only ever points there, mind you 3 points for 105mph is not bad going Mr. Green

Bearing in mind you were on a bike and it was reputedly a fuel check, what could they possibly find? The only fuel crimes I know of is running either red diesel or running homemade bio-fuel. Neither is partcularly likely on a bike, unless they think you have a home made refinery in your back garden Rolling Eyes

The other possibility is that it was a census point, as they have been doing those a lot in Southampton recently, census points normally have some coppers there as well though.

There was one of thoses on the A3 in south london stopping every 4 cars on a busy monday morning, told one of the little prick to stick his census up his arse and thanked him for making people late for work. Evil or Very Mad

We got stopped four separate times in Southampton, by the end of it I was bloody seething. They did each of the main roads into Southampton, in rush hour, for an entire week. They even tried to stop me on the bike, I pulled in, said 'I've got nowhere to put your pointless form and you've stopped me three times this week already'. They let me go Evil or Very Mad
