It's made by 大地鷹王 and chinese.
They are made in Shanghai.

We are continually expanding our product range, increasing our in-house manufactures capabilities and constantly modernizing our machinery.

They seem to emphasize that they are the most advanced bike manufacturer in china, but hasn't made bike for only 9 years yet.
