i went to the 2nd workshop and they say this mechanic is the best in town , but again he couldn't find the restrictor.he checked the carb , the exhaust , and another place but i don't know which part is that...anyway he still has to check the variator and another part.... but he said it may have been built to do a lousy 30 MPH (50kmh) ...is it possible that it could not be de-restricted??? it's a piaggio nrg mc3 from 2001

The bike full power should manage 50mph easy. On Piaggio's 50's there's a washer in the variator (a small black plastic/nylon washer). Its on the front pulley assemble (on the left) inside the kick start case, the washer is between the variator and the belt. There should also be a small pipe coming off near the top of the exhaust (you should be able to see it) which is blanked off, this will require cutting off and the hole left welded up.
