Surface rust won't be cured by polishing it off, since it indicates a perforation of the finish, but there's no reason why you can't rub the rust off with some scotch-brite then paint over the area to stop it breaking out again. Usually I'll take a can of satin black and spray some into the cap then brush it on for small touch-ups on the frame etc.
Suzukis are renowned for poor finish on painted parts and fasteners etc, especially if the bike's been used in winter. It's probably nothing at all to worry about. ____________________ a.k.a 'Geri'
