Rust on joint below speedo sv650

Looking at an sv650 for sale that has some rust on "the joint below the speedo" according to the seller, no other rust. What joint is this likely to be (something to do with the yoke I guess?) and what is it's purpose? How is rust on it likely to affect the bike? Why would you get rust on that and nowhere else?

Also how can I tell if it's just simple surface rust that would polish off?

Surface rust won't be cured by polishing it off, since it indicates a perforation of the finish, but there's no reason why you can't rub the rust off with some scotch-brite then paint over the area to stop it breaking out again. Usually I'll take a can of satin black and spray some into the cap then brush it on for small touch-ups on the frame etc.

Suzukis are renowned for poor finish on painted parts and fasteners etc, especially if the bike's been used in winter. It's probably nothing at all to worry about.

I think it just means the little metal bar thats connected to the bottom of the speedo.
