Struggling to think what plastic I could use that's lying about....Something about the size of my hand and roughly 3-5mm thick. A builders bucket...Has a curve to it...bit thin. Would still need tin-snips to cut it. Could go the rubber route. Cut up a welly and glue onto some dense foam.

IIRC, hip and shoulder bones are the most common ones to get fractured in an off and both difficult to prevent, (probably down to the weight that's placed on them in an impact with the ground), but if you're just protecting against road rash, how about some Kevlar jeans? 'Seem to be all the rage right now and a bit safer than the last vogue for "urban camo" gear. I never could get over the irony of someone wearing a high-vis belt over urban camoflage jacket.
