The last time I was in Moscow I was impressed by the number of bikers I saw on quality Japanese machines. However I didn't see any Russian produced bikes at all, not a sausage, which got me wondering if they even make anything anymore. Lo and behold after searching teh interwebs I found this:

The only Russian made bike I know of, is the Ural Wolf, an update of a pre WW2 vintage BMW R71, except with disk brakes and apes and the like, obviously also that Dalesman sidecar machine too.

Minsk was well know back in communistic times in Poland, there were know to be slow, but very strong and bit rubbish really. If people could afford it they would go for German ETZ or EMZ - I think they were all around 250cc.

Second hand ones which would have all the issues sorted through years of maintenance, are a far better bet. Those prices are a little insane. There's also machines with two wheel drive, like the military ones, to be got, if a person looks hard enough.
