No... not at all,

Long term exposure to eostrogen therapy actually grows proper breasts full of breast tissue like a woman has, albeit somewhat smaller, one can expect on average one cup size less than female close relatives ( mother/sister), starting hormones young also has a huge bearing on the final result.

Moobs unless caused by naturally occuring hormone level mess ups during teenage years (Gynecomastia ) contain only fat usually.
