Dodgy headlight wiring!!!

When i bought my 125 Varadero the other day, one of the problems the guy told me about was that if you switch on the main beams it blows the fuse and you lose all the lights.
Today i took off the fairings and headlights to see if i could find the fault.........I did.
Some brainiac had bridged a wire across one of the bulb holder connectors to the earth so every time you flicked on main beams it shorted out and blew the fuse.....

WHY would someone do this????

Have you checked that the sprocket isn't welded to the splined shaft?
