No need. They are not, although some sellers try to claim that they are. The only conceivable reason is:
goods which are liable to deteriorate or expire rapidly
If they want to argue that a helmet "deteriorates rapidly" once unboxed, then it's not fit for purpose, right?

Some helmets go out from the distributor to the dealer for a customer to try, if it's something they don't stock. In this case, if it doesn't suit the customer for whatever reason, the dealer may return it to the distributor. There, a careful examination is made of the helmet before deciding where it goes.
First check is the packaging. Signs of damage/abuse? So this raises suspicions on how the helmet has fared inside.
Then the helmet's own box, for similar.
Now the helmet itself. First, the external shell. Any signs of damage? Scuffing, damaged vents, cracks in paintwork, etc. It doesn't take much to figure whether it had a hard life whilst out, or got any abuse.
Next, interior. Signs of use? Dandruff, loose hairs, smell, compression of padding, general cleanliness. If any suspicions after external examination, then liner is removed and EPS and internals inspected.
If pristine, it will go back to stock. Minor defects but no usage (other than being tried on), goes to show stock (BMF etc) for sale at discount price. In doubt? Scrapped.
Have to be a bit of a Sherlock Holmes, but as said, if in doubt about helmets, then they go to scrap.

Not that many get special ordered TBH. And most returns in this way come in good.
