Seriously? When did an e-petition mean shit and what sort of research have you done to assess any of the main facets of the issue? Or even what current issues are being debated at large on a forum much more likely to be heard than any e sign your electronic name here garbage.

In CZE, you can ride a 50cc/up to 45kph motorcycle or a 125cc scooter with B licence and even that's stupid.

So why on earth would you let people with no motorcycle experience to ride a electric motorcycle that goes from nothing to feck me in no time? Thinking

That's not how this works though. The odds are the crappy drivers will crash into other road users, run over people on the sidewalk and so on. Thumbs Down

So the stated rationale is to increase access to electric vehicles, due to the prohibitive cost of learning to drive? Yet one must learn to drive first, then spend more on additional training for two wheels? Wait, what? Confused

To be honest, I'd be more concerned about the high asking price of electric vehicles than the cost of training. Learning to drive costs a fair bit but is a relatively small fraction of the start up price, if one aspires to an electric conveyance.
