Conspiracy against whom? Non-muslims? Hardly likely since none are allowed in Mecca. It's probably a simple matter of lax safety controls and pressure to complete work ahead of the annual pilgrimage.

We were asked to look at one aspect of the work there but I personally couldn't see the point of putting any time or effort into it since none of us would be allowed in the city.

Standard Arabic response would be to shrug their shoulders and mutter something about it being the will of Allah.

Standard Artabic attitude is to not check the crane is properly assembled and maintained because if Allah wants it to stay up, that's what will happen. If he wants it to crash through the roof of a Mosque, that's also what will happen.
