congratulations, you're about 10 years too late, I've got a pair of mountaineering trousers I bought in the Lake District (or was it Wales) back in 2007 that do precisely this, think they're "Dare2Be" but the branding has worn off through lots of use and washing.

That page has got a very long sales pitch but what it doesn't say is what you need the $22,000 for.
