I think you're legally obliged to allow access to your property for maintenance of your neighbours property. I do think however it is customary (and may even be required) for said person to ask permission. You're not allowed to refuse it, but they are supposed to ask.

You can refuse it. They can then go to court to get access granted but need to do that for each time. Costs them time, money and aggravation.

Did it to some South African cunts and their builders when they started giving my then 85 year old mother a hard time (her new next door neighbours).
