Remove rust without removing paintwork?

Hi Guys,
Basically I've got a small rusty patch on my fuel tank where the paint has been damaged in the past (probably while I've been taking it off to fix the bloody bike). Basically I have a the paints to touch it up and re-seal it but I need to remove the rust first. I can't think of a way to remove the rust totally without damaging the paint work around it.

Wire brush would scratch everything to hell, I have some rust remover / metal polish I use on other bits but that does destroy paintwork.

Does anyone have any idea's of a good/easy way to remove the rust without damaging the surrounding paintwork?

It depends on the size of the rust section. Some detailers use some sandpaper / wet and dry paper on the end of a pencil (glue a circle of it to the rubber at the end)

It's only a couple of small bits so the pencil trick sounds good.
They're out of the way and obscured by part of the fairing so it's not a cosmetic issue, I just want to get rid of the rust and get it sealed.

I did nicks in my tank with rust removal gel and then a touch up pen. Been around 3 years now and still all good.
