The only way I'm going back into London is on my boat, which is powered by a very inefficient BMC1500 diesel that wouldn't pass any euro bollox ever and smokes quite nicely when cold.

There's no discussion on motorcycles, but there is an option to write-in comments at the end. I've made use of it, I'd suggest everyone else does as well.

There's also a fancy new graph. You'll be pleased to know that compared to the previous information TfL provided, total motorcycle emissions have now dropped from <1% to flat-out 0%. However, the pre-2007 charging proposal remains in place.

I've also been going to an many of the local community 'talk to the mayor' events as possible, with the hope of posing the question on motorcycle charging direct to the mayor. Struck out both times so far, however as they only take 6-8 questions per event and there's never less than a hundred or so people in there. You would be better off commenting from the point of view of all petrol vehicle users, rather than from the virtually insignificant stand point of a biker.
You must also make a point of asking them to justify the inclusion of petrol engined vehicles - the more people that register this simple question, the more likelyhood there is of them revisiting it.
As I have said elsewhere, this should not be considered to be something that only applies to vehicle users in London, this is the beginning of a rolling out process that will see this kind of thing coming to a city near you, wherever you are in the UK - sleepwalk into it at your peril! ____________________ Things get better with age; I'm close to being magnificent........

If it does happen, it might well be worth asking them to provide you with a date for your free emissions test, proving that your bike doesn't meet the current standard, keeping in mind that, should any data exist for a bike of that age, it will have been measured using fuels and oils that are obsolete and unavailable, so just giving an answer along the lines of "It's old, it can't be eligible for exemption" is not a defense.
As you know, we do not and never have included motorcycle emissions in the MOT test (nor are there any current plans to) so I have asked them on what basis they have arbitrarily chosen a particular Euro standard, as they have no history of baseline data to compare it to, or any mechanism to monitor the ongoing emissions output of any particular machine. ____________________ Things get better with age; I'm close to being magnificent........

True that. As mentioned elsewhere, the ER6 was Euro3 compliant from its introduction in 2006, but only ones registered from mid 2007 are exempt.
My 2008 registered Enfield is considered to be Euro3 despite being new-old-stock with a de-catted, de-constricted exhaust and full fat carb.
It's an artificial, arbitrary distinction, but when's that ever stopped The Man?
And I fully agree that the congestion / LEZ / ULEZ is a tempting template for other cities. Its only a matter of finding the budget to put up enough cameras so that they can start raking in that juicy revenue.
I'm quite a-scared that Glasgow are on the verge of it although I reckon I should be good for a few more years.
Irony of ironies, the impetus may be Hope Street which is chokey-death because of, wait for it, all the buses, black cabs and private hires idling there waiting to pick up passengers from Central Station, none of whose behaviour will be affected by it in any way.

Euro4 or Euro3?
Well, either way, none that I'm aware of. I don't believe it's on the V5C either. Even if CO2 is mentioned, that's for car taxation band (irrelevant for bikes), and doesn't cover the rest of the emissions components.
It seems that they're going strictly by date of registration. ____________________ Biking is 1/20th as dangerous as horse riding.
