license applcation

Not sure where this goes so feel free to move.
Put in a change of address license application for a friend. He's Chilean, been in the country since the 80's and has a home office right of abode letter. He hasn't applied for a UK passport silly boy.
Remitted all his relevant paperwork nearly a month ago.
DVLA site that checks your application progress has come back with
'Transaction Completed: No Licence issued'.
Anyone know what this means?
Obviously I will spend half my remaining life trying to phone them, but any explanation gratefully received.

did he pass a test in this country or in another?
i think if you reside here for long enough you have to change your foreign license for a uk one.
if you dont i think it becomes invalid.
might be the reason for non issue of new one.
you/your friend will need to speak at them.
worst case is he will have to retake tests

Hi.

Hes held a full UK license, car and bike since the time of Human League. Been issued the plastic one to replace the paper one no problems. I just hope its not the Home Office getting involved.
