Is the other end of the fuel pipe connected to the carburettor?

If it is and the float bowl is full, you won't see any fuel running out through the filter.

If it's a bike that has been sat not running for a long time, there is a good chance the needle valve is gummed up with dried old fuel and in a similar way, no fuel will run through the filter if the bottom of the fuel line is connected to it.

To check the fuel line and filter is patent, it needs to be disconnected from the carburettor so you can see if fuel is running out of the end.

If that's ok and you want to check if the needle valve is working, reconnect the fuel lin and open the drain screw on the bottom of the float bowl, fuel should run out.
