It's got to be a pot shot and nothing more at that distance, surely. I mean, why would anyone be stood still enough for 10 seconds in a war zone.

Snipers shoot through walls and the like used as cover by their enemy. It was a .50 calibre round so a block wall or similar would be no obstacle.

Possibly, as Rog alludes, or he was simply sat at home watching Iraq's Got Talent?

The article states it disrupted an attack and prevented him from dropping a bomb, perhaps he was laying in wait for someone/something?
