Not enough clicks on rebound adjuster

Hi all, bought a K7 GSXR1000 track bike, works great except on both the front front forks I can only wind the rebound adjuster out 4 clicks or so. Standard settings is meant to be 6 out, so it's probably only got a third of the adjustment it's meant to have.

I ran it at Cadwell and it's working as you'd expect with a bit more rebound resistance so the forks are fine, just not enough rebound.

Has the fork cap been wound on too far? It's a GSXR 1000 K7

It's been assembled slightly fuzzy so the adjuster is a bit high or low on the damper rod and you can't get the full range of adjustments.
