is it a vacuum tap?

open the fuel cap an see if it will run

when it stops open the drain on the carb an see if fuel comes out.

sounds like you have a stuck float in the carb - it is on carbs isnt it?

give the carb bowl a gentle tap with something an see if that helps

if it does, id prob recommend stripping the carbs down an cleaning em out
