Several free ones if you don't mind every packet being sniffed and mined for data.

Depends what metric you're using depends on 'best'. Mostly differs on your needs. What do you need it for?

Zero latency on SSL? The only way they're doing that is the way Lenovo did with their PCs - self-signed root HTTPS certificates.

They are doing it. Firefox (quite rightly) shits the SSL bed when operating in a ZScaler proxied environment. Chrome trusts it, because corrvpt scvm.

It's not likely to be an issue with RandomFreeInterwebsProxy.ru, but consider how they're paying their bandwidth costs.
