You'll need the make and model, a lot of these bikes were imported as toys and so didn't need to be that good/safe.
They won't just give you a frame number. I'd imagine some sort of inspection.

Aside: you no longer need to insure the bike on a frame number before registering it (unless in Norn Mickland, because they be cray-cray).
The thing I would bear in mind is this: how many fvcks will the mouse nudger at the DVLA really give about all the details being spot on? ____________________ Biking is 1/20th as dangerous as horse riding.
