went past him, couldnt help but laugh.. however not illegal

thing is, he likely came from the top of jubilee way or deal which are perfectly fine to rollerskate on, he only had to travel about half a mile to the slip road for b&q, tesco and other civilization

Meh, used to get bladers hanging on the back of my bus in London back in the day. Laughing No more of a rolling hold up for
proper traffic than a cyclist would be. I wouldn't do it just for reasons of self preservation but fair enough if he wants to.
I'd imagine nowadays that a good half of the people on the A2 didn't get their licence in this country. I wouldn't cycle along
there either for that matter but I bet that's quite commonplace.
