Bear in mind that the DVSA has no authority to change most of this, so it's aspirational.
Summary:
Replace the separate CBT and DAS instructor qualifications with a single qualification to do both. More quality checking by DVSA. Alas, poor Teffers.
restructure CBT courses to focus on:
the importance of equipment and safety clothing
on-site training
motorcycling theory
on-road practical riding skills.
That's the stuff they can change. Then there's a big list of things that require the DVLA to cooperate, or legislative changes (good luck with that).
[They propose] to introduce a training option to let riders below the age of 24 ride larger motorcycles by progressive access, without having to take a further practical test. But since they can't actually do that, they'll have yet another "consultation" and punt it further into the long grass.
They want to restrict pedboi CBTers to riding scootays. But again, they can't, so, moar consults.
Revoke CBT certificates if you get 6 points, but... (you get the picture now).
Pass theory / hazard perception before CBT, but... This is an interesting one since theory passes expire after 2 years same as CBTs, meaning you'd have to pass theory again if you wanted to renew your CBT. It might conceivably get more folk to do their A1 tests rather than being eternaLearners. Or folk might just ride indefinitely anyway with very few fvcks given by anyone.
tl;dr summary of the tl;dr summary: nothing will change for riders, because they can't change anything.

I agree with all of it.
My beef is that they're spending our money and wasting their time and ours (we all responded, right?) holding multiple consultations on things that they have no realistic prospect of implementing. Teasing bitches. ____________________ Biking is 1/20th as dangerous as horse riding.

Pretty sure auto CBT only entitles you to Auto certificate now. Mrs Grrs CBT certificate earlier this year had that restriction. ____________________ Currently enjoying products from Ford, Mazda and Yamaha

Or deputy assistant backup CBT pseudo-trainers. Yes, that one is going to be a pickle, but viewed another way:
DAS: Instruct a candidate over several days and then present them to DVSA Derek for two tests.
CBT: A couple of hours of wobbling around a car park, round the block, then sign them off as safe to try their luck on their JoyPop 125s for two years.

The laugh being that under Mike "the bike" Penning, we reduced the mod 1 pass speed to 48kph (oh noes, a minor) which is under 30mph anyway.
We could have moved the whole thing back on-road, but DVSA Derek (local versions) pooh-poohed that. Such danger, very riskfactor. ____________________ Biking is 1/20th as dangerous as horse riding.
