Just not true at all. Until such time as you make an allegation to the Police complete with all the evidence you have no decision could be made.

If you made the allegation and they then refused you would be within your rights to make a complaint to the Chief Constable.

Or they will turn up and claim they haven't had time to prepare, which will have the case adjourned. Cycle repeated at much cost.
