A furious row between an irate biker and a litter warden was caught on camera
The warden had tried to fine the biker for dropping a full packet of cigarettes
The biker, named online as Wayne Taylor, claimed he accidentally dropped them
Mr Taylor said litter was a hazard for motorcyclists and he would never drop it

He was cautioned, not fined.
Bit of a non-story, the biker just needed to pick up the packet and the warden would be on his way.

I'd draw Parkie's attention to https://www.legislation.gov.uk/ukpga/1990/43/section/88, specifically part 8A: "If an authorised officer of a litter authority proposes to give a person a [fixed penalty] notice under this section, the officer may require the person to give him his name and address."

Since he did not propose to do so, he had no basis for requiring a name and address.

He could also have no reasonable belief that the "littering" was done with intent, since what reasonable person throws away £50 (or whatever) worth of cancer sticks?
