Well, there's another thing.

At many events they have no defined queues, at least much beyond the point you get to the gates. People still manage to queue up with only a few people 'pushing in'.

For instance to get into Glastonbury Festival at 8am on Wednesday queus can be getting on for half a mile I believe. No one has been crushed to death yet.

Even where there's no defined queue and just a large area of people getting in, which I've seen a lot of times, there's no reason the same common sense above can't apply - if you're soon going to be involutarily touching people, stop moving. Of course it requires the whole group to be doing it, not just a couple of indivduals, which is why some people are suggesting there is a portion of blame to be assigned to 'the fans' as a whole.

That's not at all what I'm saying, by the way. My issue is with the conclusion that because the majority of fans were innocent that no blame attaches to any of them.

Absolving members of any group of individual responsibility is a steep and slippery slope. "I was only following orders," doesn't wash for coppers, and "I was only following the crowd," shouldn't work for fans either.

To my mind, there were more culpable fans than there were culpable police.
