I'd go about 50:50 fraud to genuine on the face of it.

If we deported or transported ever single last one of them on the balance of probability, nothing of value would be lost.

Well most of them were at it even before the fire. The list includes subletting en masse, illegal immigrants,
fraudulent claims galore on the social, no doubt some cash in hand working claimants, then there's the drug dealers,
hash factories, card cloners and all the other lovely stuff that goes on in a block like that. Then there was a fire.
