If it's going to be your only bike, I'd go for the 400 every time.
I enjoy thrashing my 250, but mostly as a change from my bigger bike. As a sole bike it would quickly become limiting and I'd want more.
The GSX250... uh... "R"... in particular is a lardy underpowered commuter in a plastic frock. Fine as a commuter, but not much else. ____________________ Biking is 1/20th as dangerous as horse riding.
