Having reviewed the footage again, in slower speed and paying more attention this time round, I've noticed two things:

1. I gave the police the wrong number plate, whoops. What I thought was an O in the end was actually a C, better get that sorted.

2. The doddery old cunt was on his phone texting at the time.

My eyesight isn't good enough to see that as a phone (doddery old cunt me!) but if it is you should have him dead to rights as phone users are the new drunk drivers. Thumbs Up

Oh dear at least 4 offences then

- Failing to exchange details to any person who might reasonably require them
- Failing to report an accident
- Using a handheld mobile phone whist driving
- Driving without due care and attention.

I don't have high expectations, the last one who knocked me off and put me in hospital for a few nights with a fractured clavicle and dislocated shoulder, then drove off without stopping got a... wait for it... "Offer of attendance on the national driver awareness improvement course - as we believe driver re-education to be more conductive to safer roads than punishment". For a non-injury collision I doubt they'll even bother speaking to the geriatric cretin.

I think it is only a legal requirement to report an road accident to the PoPo if someone (or livestock) is injured.

You are required to stop and swap details.

Otherwise the PoPo couldn't give a toss.

If the police fail to take action, maybe a more proactive approach of “naming and shaming” would be more effective.

I’m sure the old chap would hate knowing that his family and friends know all about his little hit and run fiasco. Fingers may be wagged in his direction and shits may be given. Or not.

Perhaps the local paper would be interested in the footage?

No - the wording is deliberately legalese but section 2 is "damage to a vehicle being NOT THE VEHICLE".

So he is required to give details for damage to any other vehicle other than his own or anything towed by him.

By offence I made the assumption Breaking the Law (not some insurance 'rule')

What I am saying is you do not need to report to the police if you crash.
I think reporting to police would be prudent if you find out later you hit something. (Maybe with a trailer and only notice when you stop later.)

Hit and Run or refusing to provide name, address etc at the scene when you are forced to stop (coz you cannot move away, wedged in someone's hedge.)

It is obviously ambiguous as many folk ask the question.

The thing I was aiming at is that there is no need to report 'every' accident to the plod.

Providing you pass the relevant details to the third party ar the scene or pop into your local cop shop later and report to them they can contact the third party for you.

That bit of Law is clear.

If you injure a person or livestock you must report to police.
Not clear.
I am on a mobile phone so nothing is clear. 😂

I would give details and avoid the hassle or visit a police station later if there was no one to report to at the scene.
If you hit a cow, then passing details to one of the other cattle won't count.
