The white noise you mention is most likely hiss and you can reduce it by adding something called a Low Pass Filter (like a treble control) then finding the area of frequencies you want to cut away. Then use a High Pass Filter to remove some of the low end rumble at the other end of the frequency spectrum.
As for lifting the volume of quiet sections the better approach would be to select the specific parts in the file and raise them, or use something called a compressor which with the right settings will make the source material appear to be louder (noticeable on telly and radio when the adverts start).
Other minor things would be remove dc offset and possibly add a limiter.
