I have come by two Rieju RS3 125s. Both are somewhat damaged.

B1: Less damaged. V5C says written off, repairable. 2015 reg.
B2: More damaged. V5C does not say written off. 2012 reg.

So, I could make a newer bike but its V5C would say previously written off, or I could make a 3-year-older bike with a V5C not indicating a write-off.

Which, leaving work/cost out of it, is the most desirable result?

Whatever route you go, you'll still end up with a 125 that's a bitsa. Target audience will be someone who wants something cheap. Assuming that they are completely part compatible, I'd go with whatever builds the best condition bike out of the bits, then sell the lot as a package. If the frames and engines are in a comparable condition, then I'd go for the non written off bike as the identity.

The 3year older bike if it's cleaner and in best condition would be my pick as your buyer.

But if I was building a rider or a project for myself and not wanting to sell on then it wouldn't matter.

And I'd much rather buy the written off bike if it was well repaired and looked cared for before the accident. If the not written off bike was neglected or been run into the ground then I'd avoid it, as condition is all etc.

But like said above, if doing to sell then fix one bike and offer the other with it as a possible job lot, as alot of 125 riders crash and damage their bikes while learning or commuting. Having a spare bike to harvest for spares would be useful to some in that scenario.

Then there's the other half of 125cc owners who think they can build a super cool custom bike in their shed with 3tools, so they might be interested in the blank canvas bike as their own cafe/chop/bobber/flat tracker would be special.

Personally if building a 125 to sell, I'd be considering a big bore tuned engine, as there's a market out there for the well fastest bike in my town innit types, and selling a non learner legal 125+ that's still V5'd as 123cc appeals to these buyers.

It worked for me when I sold my Peugeot speedfight 100, and the phone rang off the hook. The downside is having to deal with morons in tracksuits instead of little old ladies wanting a little grocery getter A-B ride.

I'd say the 2012 bike would be more attractive.

As a buyer i wouldn't want a 125 from a lesser brand that had been "repaired" as really you have no way to judge a sellers mechanical ability to have done it properly.
