As I had understood it, that you can a more separate construction on the sidewalls was one of the major benefits of Radial belted tyres.

Or you could just use a motorcyle tyre machine or converter set that are meant for the job and don't damage the wheels.

Mostly no to both but some yes.

Bias tyres have the same tread plies as sidewall plies. Bias belted have extra in the tread area, the belt. Radial are constructed more like Bias Belted than Bias.
A Bias belt will always have 2+plies in the sidewall. Radial could be just 1.

The sidewall on a radial MOTORCYCLE tyre extends into the tread area which is what restricts the repair of punctures to the edge of the tread.
