.GOV portal here.

The washing machine thing is a peculiar one to where I live.

The world really has changed a lot since I worked as a builder in my youth.

Use a competent person scheme
Competent person schemes are a way for tradespeople to prove their ability to carry out certain work to required standards, instead of you applying for building regulations approval.

Benefits of a registered tradesperson
An installer (eg of windows or boilers) who’s registered with a scheme can self-certify that their work complies with buildings standards and can deal with building control issues, like objections

Fitting anything that taps (No pun) into mains water has to be done to a regulated standard. There must, by law, be no way for the appliance to foul the water main by back-flowing or otherwise permitting pathogens to enter the mains via incompetent connections.
Been that way for ages I think.
Maybe folk just never knowed it.

I think building control is sort of a good thing as it 'should' thwart the Bodge-it 'n' Scarper sort of cuntractors. (But probably wont.)
