So I was watching Mighty Car Mods' "Türbos & TÜV" and they have this Technischer Überwachungsverein thing for their road vehicles in Germany...
All of their shit - coil-overs, brakes, exhausts, etc. - have to be TÜV certified before sale. And then you have to take all the certificates along to an inspection centre... and then (assuming the vehicle passes inspection) you have to keep all that documentation with the car in case the fuzz pull you over for having an untested modded car.
WTF?! Am I right in saying our own government just cares about the MoT and a general sense of "roadworthy"?! Sounds like we have it dead easy!

Those Germans love technical stuff. First they make it, then they find technical methods of control, then technical methods to control the controls. They would be the first to want to replace people with AGI-carrying robots. Consciousness would not be necessary for them, superfluous to functionality.
This is why the EU is such a fucked-up idea. Yes. If you deviate in any way from manufacturers specifications (including brand and size of tyre) you need it inspected and to have a piece of paper for it.

Germans in making ownership of non-German built cars, which need replacing before an MOT is due, difficult, non shocker.
The latest MOT changes pushed in by the EU are more to put people off daring to own a car over 3 years old, therefore increasing the market to flog new cars, than they are for safety. Failing on dust seals where the ball joint is fine, is frankly laughable.

We were chatting about this in the office: what would you rather have? Our MOT rules are now decided by the EU as they apparently want to "harmonise" the rules across Europe . They decide what's safe and what isn't, so my comment was completely relevant to your topic.
It seems pretty obvious to me that these rules are just being abused now to manipulate sales of new cars. Do you not think that the Californian emissions law change was deliberate to make it almost impossible for European made diesel cars to pass the test there, so more massive V8 petrol American made cars could be sold?
Do you really believe only VW had to build a cheat in to get their engines through the impossible test?
