haven't been keeping up to date recently, is the plan in 2021 to still increase the ULEZ right out to the north and south circular? still thinking about the ULEZ compliance bikes etc

Unfortunately, yes.

If you have a cherished old bike, put it through Riverbank Motorcycles's ULEZ emissions test after researching it thoroughly and having a conversation with them, making sure you fully understand what's involved. You need to show that you meet NOx levels for Euro 3 (which came in 2007-ish for bikes). There's a guy who put a Yamaha RD350 through, so you will be able to get it through if you're determined and willing to shell out the cash. However, be aware that they can still change the goalposts at some later date, even if you get that Riverbank Motorcycles ULEZ certification.

I will be looking for XT600s (old-school ones) that I expect will turn up on the market around London around 2021. I'm not buying into the ULEZ thing at all. They will change the goalposts and move up to Euro 4/5/6 as and when they choose, which will render that Riverbank ULEZ exemption worthless. So, caveat emptor if you go down that route.

Hardly surprising since many of the major 2-lane routes through the ULEZ have become 1-lane plus a cycle route. Half the room for cars = half the cars stood idling.

Nothing to do with the ULEZ, you just can't fit the same number of emission-producing vehicles into half the space.
