32bit OS can only allocate/use up to 4GB of RAM (it's a bit less than that), 64bit OS can allocate up to 128GB (PRO version of Windows 512GB).
TL; DR: You want 64bit to have more RAM.
EDIT: Why do they sell 8GB RAM model with 32bit OS?
EDIT II: Win7 seems to be a bit different to W10, so the numbers for 64bit Win7 go:
Starter: 8GB
Home Basic: 8GB
Home Premium: 16GB
Professional: 192GB
Enterprise: 192GB

Number 2. I assume you will be upgrading Windoze anyway. As RCZ says, No. 1 can't use all its memory anyway.
Are you sure that number 1 really is 32-bit, and it hasn't just had 32-bit Windoze 7 installed on it for some odd reason? |

Now I understand. Back when those laptops were brand new, in the W7 times, the 32bit one had only 4GB of RAM installed, perhaps even less, and as I know laptops, the installation file of the OS is on the main hard drive, with the OS licence bonded with this very laptop. Dell doing refurbishing did not touch this licence and perhaps not even the original hard drive (maybe the drive got cloned to a new one). Also, RAM is cheap these days and I bet Dell has full buckets of either new (old but never used) RAM modules or used modules from all those laptops that people returned to them as faulty. Dell knew it would be hard to sell a laptop with 2GB/4GB RAM these days, so they stuffed more RAM in.
