Advice - Accident with unlit traffic island

I don't go into those areas usually as like verges, there's often
lots of crap and debris there and if wet, the lines may be slippery.
But, I can well imagine passing that skip lorry in the OPs first pic
on a bike and using a wee bit of the hatched area to give myself
some elbow room if I deemed it safe.
Other possible scenarios present themselves as well.

We all know the 'thou shalt not's, but judicious use is usually safe
and debris aside, I wouldn't be expecting an unlit, unsigned raised kerb.
which is a definite and obvious hazard as proved by the bollards that
were originally there.

The council/highways agency will sit behind the 'thou shalt not's for protection
though so good luck getting any resolution from that.
