what the fuck are those people gonna do?

We have looked a bit at this sytsem, and it is done by paying online, it scans you reg. plate as you go in, if you havnt paid, you have till midnight till pay, or you get a fine.

There is no tickets/ paper etc etc

alright pay some of them though

Probably a combination of issuing tickets for dodgy parking (cos there's gonna be a lot of that once the change kicks in) and also doing people for funny numberplates, since illegal fonts can't be picked up by the character recognition system.

Hahahaha, from what i gather, it reads your number plate as you drive towards it.... muhahahahaha, thats bike straight through then.

And another practical reasons for mini plates

True, the congestion charging thing reads oncoming plates, which doesn't affect us anyways, because bikes get into the congesting zone for free either way
